This powerpoint presentation begins by providing a brief overview of the San Diego County Water Authority (SDCWA) and the Twin Oaks Valley Water Treatment Plant that included:$157M capital work delivered in under 30 months;$6M annual operating contract; and, a100 mgd advanced treatment process. It is anenvironmentally friendly project characterized by the following:Zero Liquid Discharge;no coagulation in main treatment process;onsite hypochlorite generation;less vehicle traffic;title-24 lighting; and,small footprint compared to conventional treatment. Permitting of membrane process key issues are presented, including: the California Department of Public Health (CDPH) based some of the permitting requirementsof the membrane system on their interpretation ofthe Membrane Filtration Guidance Manual;key aspects includedhigher removal requirements,more conservative calculation of LRV,additional full-scale and pilot scale testing to verifypathogen risk andvirus removal. Presentation summary indicates the following: CDPH adapted LT2ESWTR framework to permitmembrane process;results are not vendor specific;framework should be adopted with caution;framework already includes conservatism; and,adding more layers only increases cost with marginalimprovement on public health protection.
