Description

The Tacoma Water Division field supervisors expressed concern about the lack of maintenance of certain key parts of the distribution system. After completing two years of an extraordinary maintenance program, crews who were dedicated only to system maintenance, had exposed more problems than they had repaired. The crews had diligently accomplished the assigned tasks, but the system inflexibility to do these tasks was holding them back. The field crews themselves came forward with some ideas to do a better all-around job of maintenance. To allow them to fully express themselves, the entire crew, their foreman, and an engineer went on two half-day retreats to collect ideas to restructure the maintenance program. The Systematic Maintenance and Renewal Team (S.M.A.R.T.) team idea they developed was presented to the Public Utility Board by the crew members and was subsequently approved for an additional three years. S.M.A.R.T. has been operating under its systematic program for about nine months. The results have been better than projected and this paper will provide some specifics of the program and additional background.
