Description
As east coast utilities begin strengthening their conservation awareness and programs, utilities should be aware of a variety of plans to address conservation. Two types of programs are typically in use today: internally developed and externally managed. Internal programs include efforts provided by utilities in terms of plumbing fixture retrofits, conservation rates, and public education efforts. Externally managed programs include joint energy/water efficiency programs and performance contracting. As interanl programs are well publicized, this paper will shed some light on externally managed programs, specifically performance contracting. Topics covered include: impact of the Energy Policy Act (EPACT) of 1992; water resource efficiency; and, performance contracting and quantifying savings. Case studies are given. Includes 2 references.
