Description

The County of Henrico, Virginia, is in the process of implementing a Supervisory Control and Data Acquisition (SCADA) system that will monitor and control the entire county water system, and monitor the county’s wastewater system. This paper offers background on the County of Henrico’s need for a county-wide water and wastewater SCADA system; reviews some of the SCADA system alternatives that were evaluated during the design process (for example, centralized versus distributed control, remote terminal units versus programmable logic controllers, and local instrumentation); discusses some of the monitoring and control strategies that will be used; addresses the principal considerations of the control center with respect to its hardware, software, layout, and support systems; and lists some benefits the county expects to reap from the new system.
