Description

The Sewerage and Water Board of New Orleans, Louisiana (S&WB) has a hundred yearhistory of successfully providing water, wastewater, and drainage services to theCity of New Orleans. In the past 10 years, the S&WB has taken on severalinitiatives that have significantly altered the business environment. In 1992,the S&WB privatized the operations of its water treatment plant because of lowpay and staffing problems. The Information Systems Division was also outsourcedfor similar reasons. 1998 brought an Environmental Protection Agency ConsentDecree for upgrade of the wastewater collection system. In the late 1990s, twoyears of drought began to take a heavy toll on the system’s infrastructure and itbecame evident that the Networks Division needed strengthening through increasedefficiency, closer management of costs and overtime, network optimization, andmore preventive maintenance. A fast track, third-party Competitiveness Assessmentof the Networks Division was undertaken to help the S&WB face its existinginfrastructure challenges and meet the new and increased demands of the 1998Consent Decree. This paper discusses the S&WB’s Networks Division OptimizationProgram, progress made to date and lessons learned. Includes figures.
