Description
In conjunction with a water and wastewater rate study conducted for the City of Lee’s Summit,Missouri Water Utilities Department, Black & Veatch developed an Excel spreadsheet modelfor use by utility staff. The model is custom designed to match the utility’s chart of accounts,organizational structure, and other unique characteristics. It incorporates long-range financialplanning capabilities with debt issuance support, budgeting, and development of alternativerate designs; and facilitates manipulation of a number of variables to create unlimited “what-if”analyses to quickly analyze changes in the operating environment.This paper demonstrates the capabilities of the model and how the Utilities Department utilizesit in specific situations.
